MAMPU has taken the initiative to improve the implementation of 5S Practice which has now been rebranded as the Public Sector Conducive Ecosystem (EKSA). This step is in line with efforts to strengthen the culture of high-performance and innovative organizations among public sector agencies through the provision of an environment, work culture and values ​​that are practiced by all members of public sector agencies.

In particular, this rebranding was implemented with the aim of enabling government agencies to:

  1. Expand implementation in Government agencies to create a conducive environment;
  2. Improve corporate image;
  3. Encouraging creativity and innovation activities in line with stakeholder demands;
  4. Encouraging activities towards creating a green environment through the cultivation of Green Practices; and
  5. Ensure that the auditing elements meet the needs of the various Government agencies.

Apart from that, EKSA also introduced a new evaluation and auditing model that includes Generic Criteria and Specific Criteria by also taking into account the diversity of Government agency premises according to the types of services provided. The one-size-fits-all approach that was practiced previously was found to be insufficient to meet the needs of the current variety of Government agencies. Therefore, this EKSA assessment will be adjusted according to the locality of the audited agency.

Various efforts have been made to improve the quality of UPM's service delivery including ISO Management System, Customer Charter, Lean Management, Service Innovation, Innovative and Creative Group and so on. Along with efforts towards the transformation of public services, UPM is committed to strengthening the management of the workplace environment towards improving image and professionalism.

EKSA, which was introduced from January 2014, is the rebranding of the Public Sector 5S Practice, which is one of the initiatives towards improving the quality of government service delivery. This rebranding step is appropriate and in line with current changes and requirements that always emphasize improving the performance and competitiveness of the organization in addition to fueling a creative and innovative culture among public sector departments/agencies.

The main component in the implementation of EKSA is based on the 5S Practice (Side, Arrange, Sweep, Uniform and Always Charity) and is improved by the addition of several new elements namely:

  • Corporate Image
  • Creativity and Innovation
  • Green Practices
  • Conducive Environment
  • Diversity of Agencies
